The mysterious, old datachip

This curious chip is encoded, and it's metadata suggests it is over 2 decades old. We have unlocked Level I clearance on the chip, a short introductory holo-message from an old Cerean wearing robes. The transcript follows:

“I have made a remarkable discovery. I believe I have found the tomb of the mythic Jedi Knight Fortris Gall, here on Balmorra. I am sending this data to Jocasta Nu - she will be most pleased; we had thought it lost forever.”

Further examination seems difficult. We are running into a decryption/password barrier that would give us access to Level II. Perhaps finding out who the identity of the Cerean would help in the decryption. It may be useful to research old security techniques - this dates back to the Clone Wars and it is possible that Imperial archives here on Balmorra could shed light on the data.
